Full Bill

WHEREAS, The Neighborhood Transformation Initiative (“NTI”) is conducted under the authority of Bill No. 010694 (effective January 29, 2002), as amended by Bill No. 020036 (approved March 13, 2002); and

WHEREAS, Section 7(a) of Bill No. 010694, as amended, requires that Council approve an annual NTI Program Statement and Budget, and requires that NTI bond proceeds be spent in accordance with such approved budget; and

WHEREAS, Section 7(a) of Bill No. 010694, as amended, further requires that each annual NTI Budget “shall provide for a City Council Development Consultant, appointed by the majority of City Council by resolution”; and

WHEREAS, The condemnation and relocation process can be a complicated and involved process for all parties involved; and

WHEREAS, It is important that certain safeguards are in place pursuant to the condemnation and relocation process to ensure that the rights of individuals are not infringed upon; and

WHEREAS, The Council of the City of Philadelphia desires that individuals relocated pursuant to the NTI be fairly and appropriately compensated the fair market value for their property; and

WHEREAS, A Development Consultant retained by Council is especially needed now to provide advice and assistance in the relocation process and to help ensure a fair and efficient process; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA,

That Council, pursuant to Section 7(a) of Bill No. 010794, as amended, appoint a City Council Development Consultant for the Neighborhood Transformation Initiative.
