January 25, 2005 To the President and the Members of the Council of the City of Philadelphia I am returning herewith as requested by your Resolution adopted January 25, 2005, Bill No. 040999, entitled "An Ordinance amending Title 14 of the Philadelpia Code, entitled "Zoning and Planning," by deleting and no longer permitting the preparation and retail sale of food for consumption off premises as an accessory use in the c-2 commercial district; by amending the definition of a restaurant; and by making certain technical changes, all under certain terms and conditions," for the purpose of reconsideration by the Council of the vote by which said bill passed Council.
