Amending Chapter 16-200 of The Philadelphia Code, entitled "Sales, Leases and Other Grants of City-owned Buildings and Facilities," by authorizing the Department of Public Property to let concessions for commercial advertising on designated City-owned properties, and designating City-owned property located in the underground concourses extending from the area beneath Dilworth Plaza for such purpose, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 16-200 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 16-200. SALES, LEASES AND OTHER GRANTS OF CITY-OWNED BUILDINGS AND FACILITIES.

§16-204. Other Grants.

(2) Commercial Advertising on Public Property.

(a) Notwithstanding any other provision of this Code to the contrary, including, but not limited to, any provisions prohibiting the placement of signs on public property, the Department of Public Property may award concessions for commercial advertising on any of the City-owned properties designated in subsection (b). Such concessions shall be let in accordance with the provisions of Section 8-201 of the Philadelphia Home Rule Charter.

(b) Designated Public Property Commercial Advertising Locations. The provisions of subsection (a) relating to the award of concessions for commercial advertising shall apply to the following properties:

(i) All City-owned property located in the underground concourses extending from the area beneath Dilworth Plaza.
