Full Bill

WHEREAS, Joseph Simmons served as Clerk of the United States Bankruptcy Court for the Eastern District of Pennsylvania from October, 1995 through December, 2004; and

WHEREAS, Joseph Simmons served in the Office of the Clerk for the United States Bankruptcy for the Eastern District of Pennsylvania for nearly a quarter of a century; and

WHEREAS, Joseph Simmons oversaw the administration of an exponential increase in annual bankruptcy with the United States Bankruptcy Court for the Eastern District of Pennsylvania during his years as Clerk of Court and implemented important administrative changes, which have assisted thousands of worthy citizens of this City in discharging their debts properly and obtaining a fresh start; and

WHEREAS, Joseph Simmons was a true gentlemen respected by the Court, its Judges and officers, Court Staff and the public; and

WHEREAS, Joseph Simmons, a distinguished citizen of the City of Philadelphia, passed away on March 6, 2005; and

WHEREAS, It is fitting that the City of Philadelphia honor someone whose tireless work and dedication helped and inspired so many and even though he passed on he will never be forgotten; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and remember the life of one of Philadelphia's most distinguished citizens, Joseph Simmons, who passed away on March 6, 2005.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Harriet Simmons, or any other member of the Simmons family, or an authorized representative of the Bankruptcy Conference for the Eastern District of Pennsylvania for near-term ceremonial presentation to the Simmons family.
