THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 20-600 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 20-600. STANDARDS OF CONDUCT AND ETHICS.

§20-601. Definitions.

(2) Officer or Employee. Any person who is elected or appointed to a position in any branch of the government of the City and/or County of Philadelphia or to any elected or appointed position which serves the City and/or County of Philadelphia including, but not limited to, members of agencies, authorities, boards and commissions however elected or appointed; persons serving full-time or intermittently; persons serving with or without compensation. Members of the Philadelphia Gaming Advisory Task Force and the staff of such Task Force, whether paid or unpaid, shall be considered officers or employees for purposes of this Chapter.

§20-607. Conflict of Interest.

(d) No member of the Philadelphia Gaming Advisory Task Force and no staff of such Task Force shall, until two (2) years after their service with such Task Force has ended, be employed by or be financially interested in: (i) any entity that acquires a license to operate a gaming facility in Philadelphia ("licensed entity"); (ii) any parent or subsidiary of a licensed entity; or (iii) any other entity that controls, is controlled by, or is under common control with a licensed entity.

SECTION 2. Effective Date; Applicability.

(a) This Ordinance shall take effect immediately.

(b) This Ordinance shall apply to persons who serve as members and staff of the Philadelphia Gaming Advisory Task Force on and after the date this Ordinance takes effect, except that it shall not apply to any such persons who resign as members or staff of such Task Force within one week after this Ordinance takes effect.
