THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 14-1402 of The Philadelphia Code is amended to read as follows:

§14-1402. Parking in Residential Districts.

(1) Provision for Parking:

(c) No garage shall be constructed, installed or erected on any covered blockface without a Zoning Board of Adjustment Certificate. A covered blockface is any blockface in a Residential District on which eighty percent (80%) or more of the lots on which dwellings sit do not have a lawfully permitted garage.
