Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by providing that no license to engage in the business of towing vehicles shall be issued to a towing company whose business is located in any political subdivision or state that will not, as a matter of practice or policy, enter into contracts for towing services with any Philadelphia based towing companies; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 9-605 of The Philadelphia Code is hereby amended to read as follows:

§9-605. Towing.

(3) Licenses.

(a) No person shall engage in the business of towing vehicles unless that person has obtained a license from the Department of Licenses and Inspections.

(b) No licenses shall be issued to a towing company whose business is located in any political subdivision of any State where the State or political subdivision prohibit the licensure of any Philadelphia based towing company

, or where the State or political subdivision will not, as a matter of practice or policy, enter into contracts for towing services with any Philadelphia based towing companies
