THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

Section 1. Title 9 of The Philadelphia Code is hereby amended as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS

CHAPTER 9-600. SERVICE BUSINESSES

§9-602. Outdoor Advertising.

* * *

(3) No person,

including the owner of the property where the sign or sign structure is located,

shall erect [or], maintain,

or permit to be erected or maintained,

any outdoor advertising sign unless [they have obtained]

the owner of the property or the person who erects or maintains such sign, if such person is different than the owner, obtains a

license for such sign

from the Department of Licenses and Inspections.
