Full Bill

WHEREAS, Philadelphia is a city of neighborhoods with economic development plans; and

WHEREAS, There are many neighborhood block associations and civic groups in our city; and

WHEREAS, Many community organizations have the ability to engage in neighborhood building; and

WHEREAS, All interested neighbors deserve the right to engage in development plans for their communities; and

WHEREAS, Many blocks do not have organized community based organizations or Community Development Corporations; and

WHEREAS, Many public agencies have engaged in community building; and

WHEREAS, The Neighborhood Transformation Initiative legitimized all block level and neighborhood level planning; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA,

Calling on interested community groups and civic associations to contract or join venture with city agencies and/or authorities to do community based development or work as Community Development Corporations; and furthermore calling for public agencies that have expertise in community based development to likewise be authorized to carry out said functions.
