WHEREAS, The Philadelphia Memorial AFRC and the Germantown Veterans Memorial ASARC have been determined surplus to the needs of the United States Secretary of Defense in accordance with the Defense Base Closure and Realignment Act of 1990, Public Law 101-510, as amended, and the 2005 Base Closure and Realignment Commission Report, as approved (the “Act”) and under the provisions of the Federal Property and Administrative Services Act of 1949, as amended, and the Defense Base Closure and Realignment Act of 1990, as amended, this surplus property may be available for conveyance to The City of Philadelphia and other eligible entities for public benefit purposes.
WHEREAS, Pursuant to the Act, a Local Redevelopment Authority designated by the City of Philadelphia may be recognized by the United States Secretary of Defense as the entity responsible for developing a redevelopment plan with respect to Philadelphia Memorial AFRC and the Germantown Veterans Memorial ASARC.
WHEREAS, The City of Philadelphia desires to designate the City of Philadelphia Planning Commission as the Local Redevelopment Authority to assist in evaluating the reuse of the Philadelphia Memorial AFRC and the Germantown Veterans Memorial ASARC; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the City of Philadelphia hereby designates The City of Philadelphia Planning Commission a Local Redevelopment Authority for the purpose of developing a redevelopment plan with respect to Philadelphia Memorial AFRC and the Germantown Veterans Memorial ASARC which plan shall be submitted to the United States Secretary of Defense and the United States Department of Housing and Urban Development; and
That the Chief Clerk of the Council of The City of Philadelphia is authorized and directed to execute a certificate attesting to the adoption of this Resolution and to furnish a copy of this Resolution to the United States Secretary of Defense and to the United States Department of Housing and Urban Development; and
That The City of Philadelphia Planning Commission is further authorized to provide additional information and to furnish any documents that may be required by the United States Secretary of Defense or the United States Department of Housing and Urban Development and to act as the authorized representative of The City of Philadelphia to carry out the purposes of this Resolution.
