Full Bill

WHEREAS, The National League of Cities Council on Youth, Education, and Families (YEF) has adopted a city platform for strengthening families and improving outcomes for children and youth; and

WHEREAS, the YEF Council’s goal is to challenge every city and town to take concrete steps that are likely to yield immediate and significant results in any community, regardless of its size or composition; and

WHEREAS, YEF is working this year to prepare an agenda for municipal leadership on behalf of children, youth, and their families by defining basic steps that every city and town in America must take to nurture, develop and protect all of its children and families; and

WHEREAS, the YEF Council has developed a two-part platform for municipal leadership to strengthen families and improve outcomes for children and youth, thereby offering an opportunity for mayors and other city leaders to place the needs of children, youth, and families high on their city’s agenda; and

WHEREAS, the first part of the platform highlights the essential infrastructure-four (4) key functions and processes that the YEF identifies as playing a crucial role in effective or sustained investment in children and families; and

WHEREAS, the second part of the platform call upon municipal leaders to take a series of specific action steps in each of seven (7) issue areas such as Health and Safety, Youth in Transition or at Risk, Family Economic Success, Early Childhood Development, Youth Development, Education and After-school, and Neighborhood and Community; now, therefore, be it

Resolved by, the City of Philadelphia that we embrace the City Platform for Strengthening Families of the National League of Cities Council on Youth, Education, and Families.

Be It Further Resolved, that the City of Philadelphia launch a public education campaign to promote the YEF platform and will support and carry out its initiatives of opening more doors to addressing the needs and conditions of American children and families.
