WHEREAS,
The Streets Department maintains thousands of miles of streets and highways within the City of Philadelphia; and
WHEREAS,
As a result of snow storms, heavy vehicles, and normal wear and tear, these streets and highways require regular resurfacing and repair; and
WHEREAS,
It has been the practice of the Streets Department to mill streets near the curb, but not in the center; and
WHEREAS,
The milling of the sides only has resulted in buildups in the center of streets, causing uneven grades in our City streets; and
WHEREAS
, The uneven grades have caused a problem for ingress and egress from residential driveways to City streets; and
WHEREAS,
Good engineering practice would require utilization of the district survey experts to determine the proper grade to be maintained so that residents may have easy and safe ingress and egress from their driveways; now, therefore,
RESOLVED BY THE COUNCIL OF THE CITY OF PHILADELPHIA
That the Committee on Streets and Services is hereby authorized to conduct hearings on street resurfacing and repaving practices and standards of performance.
