THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

(1) The annual salary of the appointed officers listed in Section 3-600 of the Philadelphia Home Rule Charter shall be $100,000 or such higher amount as is set forth in Section 3-600 or the Mayor may from time to time specify with respect to each individual officer.
[(1) Subject to the cost of living provisions set forth in § 20-308, the annual salary of the following officers shall be a minimum of $110,000 or such higher amount as the Mayor may from time to time specify with respect to each individual officer, but not to exceed a maximum of $135,000:
(a) Managing Director;
(b) Director of Finance;
(c) City Solicitor; and
(d) City Representative and Director of Commerce.
(2) Subject to the cost of living provisions set forth in § 20-308, the annual salary of the following officers shall be a minimum of $100,000 or such higher amount as the Mayor may from time to time specify with respect to each individual officer, but not to exceed a maximum of $120,000:
(a) Police Commissioner;
(b) Health Commissioner;
(c) Fire Commissioner;
(d) Street Commissioner;
(e) Human Services Commissioner; and
(f) Water Commissioner.
(3) Subject to the cost of living provisions set forth in § 20-308, the annual salary of the following officers shall be a minimum of $85,000 or such higher amount as the Mayor may from time to time specify with respect to each individual officer, but not to exceed a maximum of $100,000:
(a) Recreation Commissioner;
(b) Commissioner of Public Property;
(c) Commissioner of Licenses and Inspections;
(d) Commissioner of Records;
(e) Revenue Commissioner;
(f) Procurement Commissioner;
(g) Personnel Director; and
(h) City Treasurer.]

[(2) The minimum and maximum salaries set forth in §20-303 shall be adjusted on the Date of Adjustment by multiplying each then existing minimum and maximum salary (as those minimums and maximums may have been adjusted pursuant to this section from time to time) by the lesser of the Tax Revenue Multiplier and the CPI Multiplier.]

The salaries of the elected officials whose salary is set forth in § 20-305 (except for the salary of the District Attorney) shall be adjusted on the Date of Adjustment by multiplying the then existing salary (as it may have been adjusted pursuant to this section from time to time) by the CPI Multiplier, unless the CPI Multiplier is less than one, in which case no change to such salaries shall be made on the Date of Adjustment.
