Full Bill

WHEREAS, The properties of River Road from the Montgomery County Line to Nixon Street are being serviced by individual on-lot sewage disposal systems; and

WHEREAS, These treatment facilities from time to time can cause pollution of the Schuylkill River; and

WHEREAS, The Pennsylvania Department of Environmental Protection has directed the City of Philadelphia to investigate remedial measures, and

WHEREAS, The City proposes to construct a sewer with a pumping station in River Road and to institute appropriate institutional controls to address the conditions on River Road; and

WHEREAS, Section 5 of the Act of January 24, 1966, P.L. 1535, No. 537, known as the “Pennsylvania Sewage Facilities Act”, as amended, and the rules and Regulations of the Pennsylvania Department of Environmental Protection (“Department”) adopted thereunder, Chapter 71 of Title 25 of the Pennsylvania Code, require the City of Philadelphia to adopt an Official Sewage Facilities Plan providing for sewage services adequate to prevent contamination of waters of the Commonwealth and/or environmental health hazards from sewage wastes, and to revise said plan whenever it is necessary, based on a determination that a proposed method of sewage disposal for an extension of the sewer system with a pumping station conforms to a comprehensive program of pollution control and water quality management; and

WHEREAS, The City, acting through its Water Department, has prepared a Sewage Facilities Planning Module (Code No. 1-51000-911-3m) to revise the City’s Official Sewage Facilities Plan by proposing an extension of the City’s sewerage system to River Road; NOW, THEREFORE, BE IT

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the submission of the Sewage Facilities Planning Module attached hereto as Exhibit “A” to the Pennsylvania Department of Environmental Protection as a proposed revision to the Official Sewage Facilities Plan of the City of Philadelphia is hereby approved, with such changes as the City Solicitor shall deem necessary. Exhibit “A” shall be kept on file by the Chief Clerk and be made available for inspection during regular office hours.
