Full Bill

WHEREAS, Mattie L. Humphrey was born July 1926 and died in November of 2001; and

WHEREAS, Mattie L. Humphrey was a graduate of Girls High and received the Highest Honors in her class of 1942; and

WHEREAS, Mattie L. Humphrey received a BS Registered Nurse degree from Catholic University in 1946; and

WHEREAS, In 1954, Mattie L. Humphrey was awarded a master degree in Hospital Administration from Wayne University; and

WHEREAS, Mattie L. Humphrey did not stop there, but proceeded to Villanova University, where in 1988, she received a Law Degree; and

WHEREAS, Mattie L. Humphrey was an unmistakable voice, a change agent honored by many from Elected officials, Civic groups to oppressed patients-prisoners and private organizations; and

WHEREAS, Mattie L. Humphrey tirelessly helped bring Public Access cable television to Philadelphia; and

WHEREAS, Mattie L. Humphrey initiated programs such as the Gratersford Prison “Degrees of Captivity” to support prison inmates in making transitions; and

WHEREAS, Mattie L. Humphrey founded the former Germantown Health Committee, co-founded Citizens health Action Committee; and

WHEREAS, Mattie L. Humphrey was a woman of firm faith, with her greatest accomplishments being her unique way of understanding the health needs of underserved communities, and making every effort to provide the necessary assistance; and

WHEREAS, Aside from Mattie L. Humphrey’s accomplishments as an attorney, nurse, journalist, public policy specialist and researcher, Mattie L. Humphrey was truly a champion to the people; and

WHEREAS, Since Mattie L. Humphrey did so much for her community, especially in the health care field, it would be appropriate to rename

Health Center 9

located at 131 E. Chelten Avenue as “

Health Center 9 – The Mattie L. Humphrey Health Center

,” thus making the center a location to honor the long time champion of people, Mattie L. Humphrey; now therefore

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

Section 1.

Health Center 9

located at 131 E. Chelten Avenue is hereby named and designated as “

Health Center 9 – The

Mattie L. Humphrey Health Center

.”
