WHEREAS

, The City Council of Philadelphia supports goals to move neighborhood and economic development forward with a possible new housing agenda; and

WHEREAS

, City Council supports the Administration’s new Homeless Initiative; and

WHEREAS

, It is vital that any new housing agenda take into account the need for affordable housing in many of our neighborhoods; and

WHEREAS

, It is imperative that there be a more efficient flow of information between the City and its residents so that requested land and property may be processed in a more timely manner; and

WHEREAS

, There has been a delay in the past several years in the transfer of land and property to neighborhood individuals or organizations and community development corporations; and

WHEREAS

, There has been a delay with small entrepreneurs or individuals, as well as large investors seeking to obtain land and property for business development and neighborhood development; and

WHEREAS

, It is imperative that we enhance neighborhood growth by improving the transfer and sale of property and land; now therefore, be it

BY THE COUNCIL OF THE CITY OF PHILADELPHIA,

That we hereby call for public hearings before the Committee on the Housing, Neighborhood Development and the Homeless to discuss the Administration’s housing agenda and how the possible reorganization of the Redevelopment Authority (RDA), the Philadelphia Housing Development Corporation (PHDC), the Vacant Property Review Committee (VPRC) and the Public Property department affect the flow of information, land and property to citizens and business interests in the City of Philadelphia.
