THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

(21) Watercraft. As defined in 30 Pa.C.S. § 102.
Watercraft trailer. As defined in 30 Pa.C.S. § 5332.

* * *
(1) No person shall stand or park a vehicle
or watercraft trailer
upon any roadway for the purpose of:
(a) Displaying such vehicle
,
watercraft trailer or watercraft
attached thereto
for sale;
(b) Commercial washing, greasing or repairing such vehicle
, watercraft trailer or watercraft attached thereto,
except repairs necessitated by an emergency.

(1) Any vehicle may be removed, by means of towing to the nearest Official Towing Station or immobilized for up to seventy-two (72) hours by means of applying a boot and then towed to the nearest Official Towing Station if not reclaimed, by or under the direction of a member of the Department, or its designated agent whenever any vehicle is:

(f) parked in violation of Section 12-902(1)(a), which prohibits the parking of a vehicle
, or watercraft trailer
upon any roadway for the purpose of displaying such vehicle

watercraft trailer or watercraft
attached thereto
for sale; or

(2) Any person violating the following provisions of Title 12 shall, upon a final finding of liability pursuant to this Chapter 12-2800, be liable for payment of the civil penalty indicated, in addition to the costs and fees set forth in subsection 12-2809(1):
