WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. §13106), an amendment to the Philadelphia Home Rule Charter was proposed by the Council of the City of Philadelphia, and subsequently adopted, that the duties and responsibilities of the Fairmount Park Commission and the Department of Recreation be merged into a new Department of Parks and Recreation, and that the Fairmount Park Commission be reconstituted as the Commission on Parks and Recreation; and
WHEREAS: On November 4, 2008 an overwhelming majority of the voters in the City of Philadelphia approved by ballot referendum the merger of the Fairmount Park Commission and the Department of Recreation and the reconstitution of the Fairmount Park Commission as the Commission on Parks and Recreation; and
WHEREAS: The Resolution holds that the new Department of Parks and Recreation and the new Commission on Parks and Recreation shall assume all of their respective powers and duties effective July 1, 2009; and
WHEREAS: Any administrative implementation issues regarding the absorption by the Department of Parks and Recreation of the former powers and duties of the Department of Recreation or the Fairmount Park Commission, and the reconstitution of the Fairmount Park Commission as the Commission on Parks and Recreation should be addressed as diligently, and thoroughly as possible; now therefore be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Council of the City of Philadelphia authorize the creation of a Parks and Recreation Task Force to help facilitate the transfer of duties and responsibilities of the Fairmount Park Commission and the Department of Recreation to the new Department of Parks and Recreation, and to assist in reconstituting the Fairmount Park Commission as the Commission on Parks and Recreation.
