THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 14-900 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 14-900. NEIGHBORHOOD CONSERVATION DISTRICTS.

§ 14-903. Creation of an NCD; Amendment.

Any amendments to an NCD shall be by ordinance, provided that any expansion of
