Full Bill

Whereas, The City desires to obtain funds from the Commonwealth of Pennsylvania’s Department of Community and Economic Development, in an aggregate amount not to exceed One Million Dollars ($1,000,000) for the undertaking of streetscape improvements under the Commonwealth’s Main Street Program; and

Whereas, Main Street Program authorizes the City to file applications for grants; and

Whereas, The Commonwealth program requires that the City assume the provision of the full matching share of the project costs above the aggregate amount of One Million Dollars ($1,000,000); and

Whereas, The Commonwealth program requires that the City obligate itself to reimburse the Commonwealth for expenditures of grant money found to be ineligible; and

Whereas, The Commonwealth program requires the City to enter into one or more agreements between the City and DCED to carry out the terms of the grant; and

Whereas, The Commonwealth requires City Council’s approval prior to the City’s submission of an application; now, therefore,

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

Section 1.

The Commerce Director is authorized to file an application with the Commonwealth’s Department of Community and Economic Development under the Main Street Program, including all understandings and assurances contained therein, in an aggregate amount not to exceed One Million Dollars ($1,000,000) to assist in the revitalization of the Lancaster Avenue Commercial Corridor as more fully described in Exhibit “A” attached hereto.

Section 2.

The Commerce Director is authorized to enter into one or more grant agreements with the Commonwealth of Pennsylvania’s Department of Community and Economic Development to carry out the purposes of this Ordinance.

Section 3.

The City will assume the provision of the full local share of project costs above the aggregate amount of One Million Dollars ($1,000,000).

Section 4.

The City will reimburse the Commonwealth for the Commonwealth’s share of any expenditure found by the Department of Community and Economic Development to be ineligible.

PROJECT DESCRIPTION

The City will make streetscape improvements to the Lancaster Avenue Commercial Corridor from 38th to 63rd Streets. The total project cost is $5.3 Million.
