Full Bill

Whereas, The City conducts a Main Street program in connection with eight Main Street corridors: Chinatown CDC (Race Street from 9th to 11th Streets and 10th Street from Vine to Arch Street); Peoples Emergency Center (3800 block through the 4400 block of Lancaster Avenue); Frankford CDC (4200 block through the 5700 block of Frankford Avenue); Allegheny West Foundation (22nd Street from W. Clearfield Street to W. Cambria Street); University City District (Baltimore Avenue from 45th to 50th Street); Mt. Airy USA (7100 to 6300 blocks of Germantown Ave.); E. Passyunk BID (1200 block of E. Passyunk Avenue to the 1200 block of South Broad Street); and Hispanic Association of Contractors and Enterprises (2600 to 310 blocks of N. 5th Street the 200 to 500 blocks of Lehigh Avenue); and

Whereas, The City desires to obtain funds from the Commonwealth of Pennsylvania's Department of Community and Economic Development, in an aggregate amount not to exceed One Million Three Hundred and Six Thousand Dollars ($1,306,000) to support the City's various Main Street programs; and

Whereas, the Commonwealth's Main Street Program authorizes the City to file applications for grants; and

Whereas, The Commonwealth program requires that the City assume the provision of the full matching share of the project costs above the aggregate amount of One Million Three Hundred and Six Thousand Dollars ($1,306,000); and

Whereas, The Commonwealth program requires that the City obligate itself to reimburse the Commonwealth for expenditures of grant money found to be ineligible; and

Whereas, The Commonwealth program requires the City to enter into one or more agreements between the City and DCED to carry out the terms of the grant; and

Whereas, The Commonwealth requires City Council's approval prior to the City's submission of an application; now, therefore

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

Section 1. The Commerce Director is authorized to file an application with the Commonwealth's Department of Community and Economic Development under the Main Street Program, including all understandings and assurances contained therein, in an aggregate amount not to exceed One Million Three Hundred and Six Thousand Dollars ($1,306,000) to support the City's various Main Street programs.

Section 2. The Commerce Director is authorized to enter into one or more grant agreements with the Commonwealth of Pennsylvania's Department of Community and Economic Development to carry out the purposes of this Ordinance.

Section 3. The City will assume the provision of the full local share of project costs above the aggregate amount of One Million Three Hundred and Six Thousand Dollars ($1,306,000).

Section 4. The City will reimburse the Commonwealth for the Commonwealth's share of any expenditure found by the Department of Community and Economic Development to be ineligible.
