Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to execute and deliver deeds conveying fee simple title to certain parcels of vacant residential property located in the First Councilmanic District, under certain terms and conditions.

WHEREAS, the City of Philadelphia is undertaking a pilot residential real estate sales initiative to efficiently and effectively sell selected City-owned vacant residential properties in order to increase revenue to the General Fund and reduce the City's residential property inventory;

WHEREAS, in order to maximize revenues from such sales, such initiative shall utilize certain real estate sales methods traditionally utilized in private sector residential real estate sales;

WHEREAS, the City is issuing a Request for Proposal for qualified local real estate brokers to act as the City's agents in developing and implementing a pilot real estate sales initiative to efficiently and effectively sell selected City-owned vacant residential properties;

WHEREAS, the real estate sales initiative shall comply with the requirements of Section 5-900(a)(4) of The Philadelphia Home Rule Charter, and all applicable laws, policies and administrative practices of the City; and

WHEREAS, the City has identified certain properties in the First Councilmanic District to be included in the real estate sale initiative; NOW, THEREFORE,

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The Commissioner of Public Property, on behalf of the City of Philadelphia, is hereby authorized to execute and deliver deeds conveying fee simple title to certain parcels of land, with any improvements thereon, located at the addresses provided in Exhibit “A”.

SECTION 2. The City Solicitor is hereby authorized to review and approve all instruments and documents necessary to effectuate this Ordinance, which instruments and documents shall contain such terms and conditions as the City Solicitor shall deem necessary and proper to protect the interests of the City and to carry out the purposes of this Ordinance.
