Authorizing the revision of lines and grades on a portion of City Plan Nos. 11-S, 42, 269, and 308 by relocating the houselines and curblines of South Street from a point approximately one-hundred seventy feet northwest of Convention Avenue to the northwesterly Pierhead and Bulkhead Line of the Schuylkill River and from the southeasterly Pierhead and Bulkhead Line of the Schuylkill River to Twenty-seventh Street so as to increase the width of South Street for the purpose of constructing a new bridge crossing the Schuylkill River and by placing on the City Plan a variable width right-of-way for drainage purposes adjacent to the southwesterly side of South Street northwest of Schuylkill Avenue and authorizing the opening of the said widened portions of South Street extending through property owned by the City.

Full Bill

WHEREAS, The City has undertaken a project to demolish the existing South Street Bridge and to construct a new bridge crossing the Schuylkill River through South Street which will require increasing the width of South Street within the project area; and

WHEREAS, An Ordinance (Bill No. 060894), approved March 7, 2007, authorized the Commissioner of Public Property, on behalf of the City, to acquire the proposed widened portions of South Street and a right-of-way for drainage purposes as required to construct the new bridge; and

WHEREAS, The City has acquired all of the real estate interests necessary for the widening of South Street and construction of the new bridge; and

WHEREAS, It is desirable to revise the City Plan by placing the widened areas of South Street and the right-of-way for drainage purposes on the City Plan; NOW, THEREFORE,

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1.

Pursuant to Sections 11-402 and 11-404 of The Philadelphia Code, the Board of Surveyors of the Department of Streets is hereby authorized to revise the lines and grades on a portion of City Plan Nos. 11-S, 42, 269, and 308 by:

Relocating the northeasterly houseline of South Street, from Thirty-second Street to the Schuylkill Expressway, eight feet northeastwardly.

Relocating the southwesterly houseline of South Street, from Convention Avenue to the Schuylkill Expressway, eight feet southwestwardly.

Placing on the City Plan a triangularlycutarea at the southwest corner of South Street and Convention Avenue, extending approximately seven feet along the southwesterly side of said South Street and approximately six feet along the northwesterly side of said Convention Avenue.

Relocating the southwesterly curbline of South Street from Convention Avenue to a point approximately oneseventy feet northwestwardly therefrom so as to increase the cartway width of said South Street from fortyfeet to fiftywo feet eight inches and a variable width.

Relocating the northeasterly and southwesterly curblines of South Street from Convention Avenue to the northwesterly Pierhead and Bulkhead Line of the Schuylkill River so as to increase the cartway width of said South Street from thirtyfeet to sixtyfeet and a variable width.

Relocating the northeasterly houseline of South Street, from a point approximately twofiftyfeet northwest of Twenty-seventh Street to the southeasterly Pierhead and Bulkhead Line of the Schuylkill River, eight feet and a variable distance northeastwardly.

Placing on the City Plan a certain triangularlyarea at the intersection of the southwesterly side of South Street and the southeasterly line of the right-of-way of the Schuylkill River East Side Railroad, extending approximately thirtyfeet along the said southwesterly side of South Street and approximately twentyfeet along the said railroad right-of-way line.

Relocating the northeasterly and southwesterly curblines of South Street from Twenty-seventh Street to the southeasterly Pierhead and Bulkhead Line of the Schuylkill River so as to increase the cartway width of said South Street from thirtyfeet to fortyand onefeet and a variable width.

Placing on the City Plan a variable width right-of-way for drainage purposes adjacent to the southwesterly side of South Street and extending from a point approximately twofiftyfeet northwest of Schuylkill Avenue to a point approximately oneeightyfeet further northwestwardly therefrom.

SECTION 2. Effective upon confirmation of the City Plan changes authorized herein, the Board of Surveyors is hereby authorized to adopt a resolution declaring the portions of the said widened South Street extending through property owned by the City of Philadelphia to be legally open.
