Transmitting a bill authorizing the Commissioner of Public Property, on behalf of the City, to accept from the Children's Hospital of Philadelphia ("CHOP") or its successors or assigns, fee simple title or a lesser property interest in any portion of the real estate owned by CHOP and located south of the South Street Bridge, east of the Schuylkill River, west of railroad tracks owned and operated by CSX Transportation, Inc., and north of a railroad bridge owned and operated by CSX Transportation, Inc., under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of Public Property.
