Transmitting a bill authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia to enter into lease and sublease agreements with the Philadelphia Municipal Authority for certain land and improvements located on the northwest corner of North 15th Street and Arch Street, and such other agreements as are necessary and proper to effectuate the construction and operation of a new family court building and to protect the interests of the City, all under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of Public Property.
