Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by authorizing duly designated employees of the Philadelphia Parking Authority ("Authority") to enforce Section 9-102(3)(a), which requires a person licensed under Title 9 to produce a copy of the license upon request; amending Subcode "A" of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," to require a person who is required under Title 4 to be licensed to conduct a trade or practice to produce such license upon the request of the code official, and defining "code official" for purposes of such provision, to include duly designated employees of the Authority; and by delegating to the Authority the power to carry out all functions authorized by this Ordinance; all under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 9 of The Philadelphia Code is hereby amended to read as follows:
TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS.

(3) Every license shall:
(a) be produced upon request; and when required by the Department it shall be publicly displayed in a conspicuous place where the licensed activity or act is principally conducted
. An employee of the Philadelphia Parking Authority (Authority) shall be authorized to request production of a license under the authority of this subsection, if such employee has been duly designated by the Authority to perform such function, and the City hereby delegates to the Authority the power to carry out such function.

A-202.8. Inspection of Licenses: Any person who is required to be licensed to conduct a trade or practice under this Code or the technical codes shall, when engaged in such trade or practice, produce such license upon request of the code official. For purposes of this subsection A-202.8 only, code official shall include an employee of the Philadelphia Parking Authority (Authority) who has been duly designated by the Authority to perform such function, and the City hereby delegates to the Authority the power to carry out such function.

SECTION 3. This Ordinance shall take effect upon the enactment of authorizing legislation by the General Assembly.
