Full Bill
WHEREAS, Judge Edward B. Rosenberg was a major community leader in Northeast Philadelphia, and because of his leadership, Healthcare Center #10 was built and is now one of the busiest healthcare centers in the City of Philadelphia; and
WHEREAS, The plans for Health Center #10 appeared in the Philadelphia City budget for 21 years, but each year construction of the center was postponed despite an exploding population of Northeast Philadelphia residents; and
WHEREAS, In 1969, Judge Rosenberg learned that the property adjacent to the Northeast Philadelphia Regional Library was for sale and called a meeting of community representatives, diverse in age, religion, education and vocation, but united in their desire to obtain the promised public health center for Northeast Philadelphia; and
WHEREAS, Judge Rosenberg's vision and energy re-ignited the community's effort to have the health center built, and seven years later, it finally was built and opened to the public at 2230 Cottman Avenue; and
WHEREAS, The Community Board of Health Center #10 has voted unanimously to support the designation of the health center as District Health Center #10, the Judge Edward B. Rosenberg Center, and countless educational, civic, health, social and community organizations have written letters of support and lobbied for this distinct honor for the late Judge Edward B. Rosenberg; and
WHEREAS, Judge Rosenberg was a graduate of Central High School, Temple University School of Law and the University of Pennsylvania School of Medicine. He served as Special Deputy Attorney General for the Commonwealth of Pennsylvania, Vice Chairman of the Philadelphia Zoning Board of Adjustment and became a Judge on the Court of Common Pleas Family Court in 1974; and
WHEREAS, Judge Rosenberg's resume and list of accomplishments, which are very lengthy and admirable, highlight his dedicated passion and work on behalf of the civic and community concerns of Northeast Philadelphia and also demonstrate his dedication to his Jewish faith, his compassion for the mentally and physically ill, his commitment to families and children as well as his outstanding service to veterans' organizations and military groups; now, therefore
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Public Health Center #10, located at 2230 Cottman Avenue, is hereby named and designated District Health Center #10, the Judge Edward B. Rosenberg Center.
SECTION 2. This Ordinance shall take effect immediately.
