Full Bill

WHEREAS, Joan Ray moved into her home on the 2700 block of North Bonsall street in 1967; and

WHEREAS, In 1980, already known for her kindness and loving spirit, Joan Ray was elected Block Captain; and

WHEREAS, Joan Ray was a pillar of her North Philadelphia community; and

WHEREAS, Joan Ray was instrumental in securing summer “play street” and providing free lunches to all of the children in the immediate neighborhood; and

WHEREAS, In 2002, Joan Ray was elected as the Ward Leader for the 11th Ward, 2nd Division; and

WHEREAS, In 2005, Joan Ray was honored by Mayor John Street for her exemplary service to her bloc and community; and

WHEREAS, Joan Ray was also a member of the “More Beautiful Block Committee”; and

WHEREAS, Joan Ray remained block captain and committee woman until the time of her death on April 30, 2009; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the 2700 block of North Bonsall Street shall also be known as "Joan Ray Way."
