Whereas, Jack Horgan became the Commissioner of the 21st Ward Baseball League in 1979.
Whereas, Jack Horgan established pitching regulations and organization names and colors that are still used today.
Whereas, Jack Horgan supported multiple teams per organization, so that no child would be cut from a baseball team.
Whereas, Jack Horgan coached and managed teams over the careers of all his children and beyond through Junior and Senior Leagues.
Whereas, Jack Horgan was a longtime resident of Philadelphia and one of the most deserving individuals to have this honor bestowed upon.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Old Line Park located at 8730 Old Line Road is hereby renamed and designated as Jack Horgan Memorial Field at Old Line Park.
