Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by amending Section 17-109, entitled "Local Bidding Preferences," to expand the criteria for obtaining certification as a "Local Business Entity" for purposes of competitive bidding on City contracts, under certain terms and conditions.

AI summary

This lapsed bill would have expanded the criteria for certifying a business as a “Local Business Entity” eligible for local bidding preferences on City contracts. It proposed considering factors such as City tax filings, required licenses, a Philadelphia office or principal place of business, and the number or residency of the business’s full-time employees; some businesses would have had to provide additional information or undergo a site inspection.
