Full Bill

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 16 of The Philadelphia Code is amended as follows:

TITLE 16. PUBLIC PROPERTY.

Chapter 16-400 shall be renamed as follows:

CHAPTER 16-400. VACANT PROPERTY REVIEW COMMITTEE.

§ 16-402. Definitions.

(d) (.2) shall be deleted in its entirety, and the remaining subsections renumbered in sequence.

§ 16-403, entitled “Acceptance of Title to Vacant Properties; Availability of Surplus Properties,” is deleted in its entirety.

§ 16-404. The Vacant Property Review Committee.

(1)-(2) shall be deleted and replaced with the following:

(1) A Vacant Property Review Committee is hereby created to be composed of the elected representatives of the ten Councilmanic Districts or their designees. The committee shall also include in a nonvoting advisory capacity the

executive heads of the following or their designees

:

(a) The City Planning Commission;

(b) The Department of Commerce;

(c) The Department of Licenses and Inspections;

(d) The Department of Revenue;

(e) The Office of Housing and Community Development;

(f) The Philadelphia Industrial Development Corporation;

(g) The Philadelphia Land Bank; and

(h) The Redevelopment Authority;

(2) The Vacant Property Review Committee shall hold monthly public meetings for the purpose of reviewing proposed transfers of interest in real property owned by the Philadelphia Land Bank, as provided in § 16-508(1)(d). The Vacant Property Review Committee may additionally recommend properties to the Land Bank for certification for upset or judicial sale, and for acquisition through donation, where such action would effectuate the purposes of this Chapter.

§ 16-404 (3) and (4) shall be deleted in their entirety.

§ 16-405 shall be deleted in its entirety, and replaced by a new section § 16-405, entitled Blight Certification.

§ 16-404 (5) shall be renumbered as § 16-405 (1).

§ 16-406 (2) shall be deleted in its entirety, and the remaining subsections renumbered in sequence.
