WHEREAS, The City has reached a saturation point with its ability to raise additional tax revenues to fund municipal services; and
WHEREAS, The City has during times of fiscal crisis, sporadically explored ways to raise additional non-tax revenues but those efforts have not been sustained or made part of a consistent policy; and
WHEREAS, City Council Members and others have proposed various revenue enhancement strategies that do not rely upon raising taxes; and
WHEREAS, These proposals have not been duly considered or acted upon in part because there is not a City official specifically responsible for vetting or implementing revenue enhancement strategies; and
WHEREAS, We applaud the establishment of the Office of Chief Revenue Collection Officer dedicated to collecting delinquent taxes because it signals a commitment to those efforts; and
WHEREAS, The appointment of a Chief Revenue Generator will signal the City's commitment to enhance City revenues through means other than raising taxes; now therefore, be it
RESOLVED, that the Philadelphia City Council, Calls for the creation of an Office of Chief Revenue Generator and the establishment of a City Policy to Generate Non-Tax Revenue.
