WHEREAS, Corizon Health, Inc., is the vendor that provides medical services to inmates in the Philadelphia Prison System. Corizon signed a new Provider Agreement with the City of Philadelphia on March 1, 2013 for an amount not to exceed $42,075,763; and
WHEREAS, District 1199C represents roughly 240 licensed practical nurses (LPN), registered nurses (RN), nurse practitioners, physicians assistants, and clerical and technical workers at the facility on State Road, the Police Administration Building, the Youth Study Center, Holmesburg Prison, the Cannery and Cambria Correctional Center; and
WHEREAS, District 1199C has three collective bargaining agreements with Corizon, all of which have expired in the last six months and had been extended until November 18, 2013; and
WHEREAS, Under the contract with the City of Philadelphia, Corizon received a 3% increase in money earmarked for personnel costs between the 2012-2013 contract year and the 2013-2014 contract year; and
WHEREAS, Recently Corizon has entered into a corporate health care exchange, which limits the ability of workers to collectively bargain for their health plans and will lead to increased costs for employees, while reducing costs for Corizon. Under this arrangement, Corizon stands to reduce health care costs by $560,000 annually, or over 34%; and
WHEREAS, City Council remains concerned with the agreement between the City of Philadelphia and Corizon Health, Inc., and must ensure that all money allocated in a contract with the City of Philadelphia is spent according to the terms of that contract; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Labor and Civil Service is hereby authorized to hold public hearings to examine the negotiations between Corizon Health, Inc., and District 1199C to ensure Corizon is in compliance with all provisions of their latest contract with the City of Philadelphia.
