Amending Title 9 of The Philadelphia Code, by amending Section 9-203 relating to Street Vendors, Section 9-205 relating to Sidewalk Sales, and Section 9-212 relating to Newsstands by prohibiting street and sidewalk vending and newsstands in the area bounded by the north side of Spring Garden, the south side of Callowhill, the east side of Broad Street, and the west side of 18th Street.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 9 of The Philadelphia Code is hereby amended to read as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS.

§9-203. Street Vendors.

* * *

(7) Prohibited Conduct

.

No vendor or person shall:

* * *

(o) stop, stand or park his vehicle or conveyance for the purpose of selling any goods, wares and merchandise on the following roadways:

[(.4) The south side of Spring Garden street between 15th street and 16th street]

[(.5) Spring Garden Street, from 16th Street to 18th Street.]

(.4) The area bounded by the north side of Spring Garden, the south side of Callowhill, the east side of Broad Street, and the west side of 18th Street. Any vendor licensed to operate within this area prior to the enactment of this provision shall be exempt;

§9-205. Sidewalk Sales.

(8) Prohibited Conduct. No vendor or person shall:

(p) exhibit, display, offer for sale or sell any goods, wares, or merchandise or place or allow any stand to remain on the sidewalks of the following streets or any other location which the Council shall from time to time ordain:

[(.379) The east side of 17th street between Spring Garden street and Callowhill street, as well as the west side of 17th street, from Spring Garden street to within five feet of the southern most end of the stairway entrance to Community College of Philadelphia's Winnet Student Life Building

(.388) The area bounded by the north side of Spring Garden, the south side of Callowhill, the east side of Broad Street, and the west side of 18th Street. Any vendor licensed to operate within this area prior to the enactment of this provision shall be exempt;

§ 9-212. Newsstands.

(4) Location of Newsstands.

* * *

(e) There shall be no newsstand in the following locations:

(.10) The area bounded by the north side of Spring Garden, the south side of Callowhill, the east side of Broad Street, and the west side of 18th Street. Any newsstand licensed to operate within this area prior the enactment of this provision shall be exempt;
