Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to lease from the Philadelphia Housing Authority a parcel of land bounded by a portion of Brown Street, a portion of 47th Street, Aspen Street and Markoe Street, along with the improvements thereon, to be known upon the completion of its construction as the Lucien E. Blackwell Community Center, all under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. The Commissioner of Public Property, on behalf of the City of Philadelphia, is hereby authorized to enter into an agreement, under the terms and conditions set forth in Exhibit A attached hereto, to lease from the Philadelphia Housing Authority a parcel of land bounded by a portion of Brown Street, a portion of 47th Street, Aspen Street and Markoe Street, along with the improvements thereon, to be known upon the completion of its construction as the Lucien E. Blackwell Community Center.
SECTION 2. The City Solicitor is hereby authorized to review and approve all instruments and documents necessary to effectuate this Ordinance, which instruments and documents shall contain such terms and conditions as the City Solicitor shall deem necessary and proper to protect the interests of the City of Philadelphia and carry out the purpose of the Ordinance.

Terms of Proposed Lease
for Lucien E. Blackwell Community Center
1. Landlord: The Philadelphia Housing Authority.
2. Tenant: The City of Philadelphia.
3. Premises Address: A parcel of land bounded by a portion of Brown Street, a portion of 47th Street, Aspen Street and Markoe Street.
4. Use: Community center and recreation facility.
5. Term: Ninety-nine (99) years.
6. Rent: Nominal.
7. Utilities, Maintenance and Operational costs: During the Term the City will pay all costs associated with utilities, maintenance and operations at the premises.
