SECTION 2. This Ordinance shall take effect when, and only if, the City has received the sale proceeds from the sale of the Love Park Parking Garage pursuant to Bill Number 130902 and the Director of Commerce has entered into a four-year agreement with the Avenue of the Arts North and the Avenue of the Arts South, respectively, for program management and promotional services.
