THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
Definitions.

(l) "Surveillance Camera" shall mean a camera that would qualify for reimbursement under the Department of Commerce's Business Security Camera Program or Storefront Improvement Program, or otherwise meets standards established by the Department of Commerce or the Police Department for effective surveillance cameras.
(m) Public Exit shall mean an entrance or exit from a building routinely used by the general public and shall not include loading docks or other access available only to employees or other authorized agents of the licensee.

(3) Operation of Special Assembly Occupancies.

(f) Exterior Surveillance Cameras. It shall be the responsibility of every special assembly occupancy licensee as a condition to the receipt or retention of the special assembly occupancy license to install a Surveillance Camera outside each Public Exit from the special assembly occupancy location. If all exits from the special assembly occupancy location are inside a building, then this requirement may be met by placing Surveillance Cameras outside the two Public Exits from that building with the most pedestrian traffic.
