WHEREAS
, Approximately 10,000 Temple University Students live in the communities around the University's main campus and only 5,500 actually live on campus; and
WHEREAS
, Over the last ten years Temple University's student enrollment has grown to over 37,000 and the University has evolved from a commuter school to one where many students live on or around the campus; and
WHEREAS
, Private developers have seized the opportunity to house students capitalizing on a weak private real estate market saturated with vacant lots and abandoned structures, the City's real estate tax abatement and students interested in a lower cost more flexible living environment without the structure or supervision of living in a dormitory; and
WHEREAS
, Many factors including lack of parking, litter and under-age drinking by students have created neighborhood conditions that challenge the quality of life for long-term residents; and
WHEREAS
, The Cecil B. Moore and Temple University Special Services District is a tightly structured sustainable plan to address quality of life issues in impacted communities; the key components of the plan include neighborhood and student involvement, quality-of-life goals and accountability; now, therefore, be it
RESOLVED, TTHAT THE PHILADELPHIA CITY COUNCIL, Hereby authorizes the establishment of the Cecil B. Moore and Temple University Special Services District.
