THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 14-300 of The Philadelphia Code is hereby amended to read as follows:

§ 14-303. Common Procedures and Requirements.

(11A) Registered Community Organizations.

An organization that seeks recognition as a Registered Community Organization (“RCO”) for purposes of § 14-303(12) (“Neighborhood Notice and Meetings”) must first register with the Commission in accordance with the provisions of this § 14-303(11A).

(f)

The Commission is authorized to promulgate regulations to implement the provisions of this § 14-303(11A). Such regulations shall include standards of conduct concerning the operation of RCOs. Upon a determination by the Commission that an organization has failed to operate within such standards of conduct, the Commission may, in accordance with its regulations, suspend or revoke an organization’s RCO registration.

SECTION 2. This Ordinance shall take effect immediately.
