Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," to add a new Chapter 9-4400, entitled "Construction Moratorium," to prohibit the construction of any building or other structure within the area bounded on the north by the south side of Carpenter Street, on the west by the east side of Broad Street, on the south by the north side of Washington Avenue, and on the east by the west side of Thirteenth Street, and providing that such prohibition shall expire after a specified period of time, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 9 of The Philadelphia Code is hereby amended to read as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS.

CHAPTER 9-4400. CONSTRUCTION MORATORIUM.

§9-4401. Construction Moratorium in the Area Bounded by Carpenter Street, Broad Street, Washington Avenue and Thirteenth Street.

(1) No construction of any building or other structure within the area bounded on the north by the south side of Carpenter Street, on the west by the east side of Broad Street, on the south by the north side of Washington Avenue, and on the east by the west side of Thirteenth Street shall be permitted.

SECTION 2. The provisions of this Ordinance shall expire one year after this Ordinance becomes law.
