Appointing a sixteen (16) person task force entitled the "Task Force on Retirement Security for Private Sector Employees in Philadelphia", the purpose of which shall be to explore best practices to address the retirement security crisis in Philadelphia, particularly for private sector employees who are not offered a retirement plan by their employer, and to make recommendations to Council regarding potential solutions.

WHEREAS, Resolution No. 160703 was passed by City Council on June 16, 2016, and called for the creation of a Task Force on Retirement Security for Private Sector Employees in Philadelphia; and

WHEREAS, City Council seeks to establish a sixteen (16) person task force entitled the "Task Force on Retirement Security for Private Sector Employees in Philadelphia", the purpose of which shall be to explore best practices to address the retirement security crisis in Philadelphia, particularly for private sector employees who are not offered a retirement plan by their employer, and to make recommendations to Council regarding potential solutions; and

WHEREAS, The Task Force shall be composed of members based on their expertise in retirement plans, pension systems, behavioral economics, finance, law, and policy; and

WHEREAS, The Task Force shall meet at least quarterly. All meetings shall be open to the public; and

WHEREAS, All City Departments, Agencies, Boards, and Commissions shall cooperate with the Task Force, and provide any data it may require. Other public entities, along with the private sector, are encouraged to support and cooperate with the Task Force; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Task Force on Retirement Security for Private Sector Employees in Philadelphia shall be chaired by the Chair of the City Council Committee on Labor and Civil Service, with the Chair of the City Council Committee on Aging serving as Vice-Chair; and

FURTHER RESOLVED, That the members of the Task Force on Retirement Security for Private Sector Employees in Philadelphia shall be as follows:

1. Chair of the City Council Committee on Labor and Civil Service (will serve as Chair of the Task Force);

2. Chair of the City Council Committee on Aging (will serve as Vice-Chair of the Task Force);

3. Appointees of the Chair as follows:

a. An intergovernmental policy development expert from a local university;

b. An ERISA/retirement expert from a local university; and

4. Representatives of the following organizations:

a. The New School's Schwartz Center for Economic Policy Analysis (SCEPA)

b. Service Employees International Union;

c. AFL-CIO

d. Community Legal Services, Inc.;

e. SeniorLAW Center

f. Mayor's Commission on Aging

g. AARP Pennsylvania

h. The Pew Charitable Trusts

i. Keystone Research Center

j. Greater Philadelphia Chamber of Commerce

k. Urban Affairs Coalition

l. The Sustainable Business Network; and

FURTHER RESOLVED, That in the event that any named organization shall decline to name a representative, be unable to do so, or ceases to exist, the Chair shall designate a successor organization of generally similar character, which shall thereupon be entitled to select a member for appointment to the Committee; and

FURTHER RESOLVED, Within 120 days from the date of this Resolution, a short-term and long-term Action Plan shall be established and made available for the public. The Task Force shall prepare a report on its findings, recommendations, and action step progress in an annual report, due no later than December 31st of each year. The report shall be delivered to City Council, the Mayor, and posted on the City Council website.
