Amending Title 3 of The Philadelphia Code, entitled "Air Management Code," by amending Chapter 3-200 thereof, entitled "Prohibited Conduct," to add a new section prohibiting the cutting of rubber tires by any person, under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

(1) No person shall cut, tear or otherwise dismember a rubber tire for any purpose, unless the activity is conducted within a completely enclosed building, such that no Odor, as defined in § 3-102 of this Chapter, is emitted to the outside air.
