To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by The Schuylkill Expressway, Greenland Drive, Martin Luther King Drive, and Montgomery Drive, and by amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-905, entitled "Non-Accessory Signs," by adding a new subsection to permit one advertising sign under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows:

TITLE 14. ZONING AND PLANNING.

CHAPTER 14-900. SIGNS.

§ 14-905. Non-Accessory Signs.

Notwithstanding any other provisions of this Title to the contrary, one (1) free-standing, double-faced non-accessory outdoor digital advertising sign, mounted to a single support structure, shall be permitted within the area zoned I-2 General Industrial, generally bounded by The Schuylkill Expressway, Greenland Drive, Martin Luther King Drive, and Montgomery Drive, provided all of the following are satisfied:

(a) The sign shall be in compliance with the provisions of this Chapter 14-900, except that it need not be in compliance with § 14-905(10)(l) (historic districts); § 14-905(10)(m) or (n) (distance from park or recreational facility); or § 14-905(12)(b) through (f) (permits).

(b) No other non-accessory advertising signs shall be located within this area.

SECTION 2. Pursuant to Section 14-106 of The Philadelphia Code, the Philadelphia Zoning Maps are hereby amended by changing the zoning designations of certain areas of land within an area bounded by The Schuylkill Expressway, Greenland Drive, Martin Luther King Drive, and Montgomery Drive, from the existing zoning designations indicated on Map “A” set forth below to the zoning designations indicated on Map “B” set forth below.

SECTION 3. This Ordinance shall become effective immediately.
