THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 9 of The Philadelphia Code is hereby amended to read as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS

CHAPTER 9-600. SERVICE AND OTHER BUSINESSES

§ 9-637. Public Utilities - Meter Installations.

(1) For purposes of this Section 9-637, a “public utility” means any provider to the public of gas, electric or water service.

(2) No public utility shall install a meter at any residential premises, for purposes of monitoring usage, without first:

(a) Confirming with the Department that the premises are properly licensed and properly zoned for the residential use, including multi-family use. Absent such confirmation, the public utility shall not perform the installation.

(b) Notifying the Department of the location of the installation. Such notification shall be in such form and on schedule as the Department shall establish.
