Full Bill

WHEREAS, The Department of Licenses and Inspections since January 1, 2018, has written 948 Stop Work Orders on 852 properties and issued 2,236 Unsafe Building violations on 2,151 properties within the City of Philadelphia; and

WHEREAS, since 2013, Philadelphia has experienced multiple building collapses that has resulted in the fatalities of at least 8 people, and endangered and harmed many more; and

WHEREAS, under this ordinance, the Department of Licenses and Inspections will be able to employ more inspectors dedicated to enforcement of contractors who participate in unlicensed, illegal, and unsafe construction; and

WHEREAS, Philadelphia City Council, under this ordinance, is committing funding to the Philadelphia Police Department to employ officers who will be dedicated to enforcing Stop Work Orders issued by Licenses and Inspections, as well as enforcement of contractors who participate in unlicensed, illegal, and unsafe construction; and

WHEREAS, the establishment of a police unit dedicated to combatting unsafe and illegal construction in the City of Philadelphia will provide for a safer and more stable City of Philadelphia; now, therefore

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The Director of Finance is hereby authorized to make the following transfers in appropriations for Fiscal Year 2019 from the Grants Revenue Fund to the Police Department.

SECTION 2. It is the intent of Council through this Ordinance to increase appropriation to the Police Department and the Department of Licenses and Inspections for Fiscal Year 2019 in support of illegal construction enforcement.

SECTION 3. This Ordinance shall take effect immediately.
