Authorizing the transfer in appropriations for Fiscal Year 2020 from the Grants Revenue Fund, the Director of Finance - Provision for Other Grants to the General Fund, with the intent to support (1) the Pennsylvania Horticultural Society's LandCare Program, through which city-based landscape contractors and community organizations clean, green and stabilize vacant lots, creating jobs for local residents and returning citizens; and (2) the vacant lot stabilization activities of the City's Community Life Improvement Program (CLIP); all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The Director of Finance is hereby authorized to make the following transfers in appropriations for Fiscal Year 2020 from the Grants Revenue Fund to the General Fund.

SECTION 2. It is the intent of Council that the transfer and appropriation to the Department of Planning and Development authorized by this Ordinance shall be used for the purpose of entering into an agreement with the Pennsylvania Horticultural Society concerning PHS’s LandCare Program, pursuant to which PHS will engage city-based landscape contractors and community organizations to clean, green and stabilize vacant lots, creating jobs for local residents and returning citizens. Further, it is the intent of Council that the transfer and appropriation to the Managing Director authorized by this Ordinance shall be used to support the vacant lot stabilization activities of the City’s Community Life Improvement Program (CLIP).
