Full Bill

WHEREAS, On June 17, 2019, Mayor Kenney announced his appointment of Christian Dunbar as City Treasurer, succeeding Rasheia Johnson; and

WHEREAS, Mr. Dunbar was the Deputy Treasurer for the City of Philadelphia since 2014. In this role, he was responsible for the issuance of all notes and bonds on behalf of the City’s General Fund and Enterprise Funds used to finance capital projects; and

WHEREAS, Additionally, Mr. Dunbar serves as a Mayoral appointee and Chairman of the Philadelphia Land Bank Board of Directors. He also serves as an advisor to the United States Agency for International Development (USAID) and the World Bank Group for the advancement of capital market development, structured product development, and governance in Emerging Markets; and

WHEREAS, Prior to joining the City, Mr. Dunbar was a Wealth Manager with Wells Fargo Advisor. In that capacity, he managed investments and credit products for high-net worth individuals, institutions, and public entities. Mr. Dunbar has also advised several African governments on fiscal and monetary policy; and

WHEREAS, Mr. Dunbar has presented at conferences in the US, Canada, Africa, and Europe on topics including capital market development, emerging market risk, and Environmental Social & Governance (ESG) impact; and

WHEREAS, Mr. Dunbar earned his BA from Temple University. At Temple, he was an athlete. He was named the Most Valuable Player and Captain of the football team; and

WHEREAS, Dunbar is of Liberian descent. His maternal grandfather, William V.S. Tubman, served as President of Liberia for 27 years. Mr. Dunbar is also a descendant of American abolitionist and humanitarian Harriet Tubman. He lives in West Philadelphia with his wife and two children; now, therefore, be it

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby recognizes and honors Christian Dunbar on his appointment as the City Treasurer.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to City Treasurer, Christian Dunbar as a sincere expression of the Council of the City of Philadelphia’s gratitude, admiration and recognition.
