Amending Title 6 of The Philadelphia Code, entitled "Health Code," to require the distribution of certain educational material related to opioid prescriptions and substance use disorder treatment, all under certain terms and conditions.

Any physician, osteopath, or dentist who prescribes opioids to a patient shall provide the patient with educational material on opioids prepared by the Department and adopted by regulation of the Board of Health, which shall, at a minimum, provide information concerning non-opioid alternatives to control pain, the addictive properties of opioid medication, and where and how to purchase naloxone.

Any physician or osteopath who authorizes the discharge of a patient who has received inpatient medical care as the result of a drug overdose, or for symptoms of withdrawal as the result of drug use, shall provide the patient with educational material on substance use disorder treatment options prepared by the Department and adopted by regulation of the Board. Such educational material shall, at a minimum, include descriptions and contact information for substance use disorder treatment providers. For the purpose of this subsection (5), inpatient medical care shall mean medical care, excluding substance use disorder treatment, provided in a hospital or other institution that requires at least one overnight stay.

Every person shall render such information and reports to the Department as may be required by this Title or by such regulations as the Board may prescribe to insure the proper control of communicable diseases or to aid in the formulation and review of municipal programs for the promotion of the health of the public. The regulations of the Board may limit the release of such information where such restrictions are necessary to encourage persons to render and report the information.
