The Rebuilding Community Infrastructure Grant Program (“Rebuild”) is designed to empower Project Users to engage neighborhoods and to unlock diverse and inclusive pathways to participation for residents, including artists who make our neighborhoods vibrant; now therefore

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 16-103 of The Philadelphia Code is hereby amended to read as follows.

§ 16-103(2). Expenditures for Fine Arts. An amount not to exceed one percent (1%) of the total dollar amount of any construction contract for a building, bridge and its approaches, arch, gate or other structure or fixture to be paid for either wholly or in part by the City, shall be devoted to the Fine Arts; provided, that the Art Commission certifies in writing that said ornamentation is fitting and appropriate to the function and location of the structure.

§ 16-103(3). For construction contracts undertaken by the Rebuild Program pursuant to Bill No. 170206, the Rebuild Project User shall be responsible for the process of selecting the artist hired to comply with the one (1%) percent-for-art obligations required by Section 16-103(2).

SECTION 2. This Ordinance shall take effect immediately.
