Full Bill

WHEREAS, Mr. Kolins is a graduate of Southwestern College with a degree in Security Management and has graduated from more than eleven training and certificate programs, is an instructor for TIPS and TAMS, and is a Board Certified Investigator; and

WHEREAS, Mr. Kolins has an extensive background in Risk Management, Risk assessments, Premises Liability, Security Inspections, and Civil Liability; and

WHEREAS, Mr. Kolins gives lectures across the country on negligent security, liquor liability, bar operations, and hospitality security; and

WHEREAS, Mr. Kolins is a Crime Prevention Through Environmental Design (CPTED) Practitioner, CPTED, is based on the fundamental idea that the proper design and management of the physical environment can deter crime in a specific area; and

WHEREAS, Mr. Kolins was the owner and operator of a liquor licensed nightclub for more than a decade, during which he experienced first hand the critical need for security and safety training and support for those in the hospitality industry; and

WHEREAS, Mr. Kolins formed the Kolins Security Group where he services as CEO and Dram Shop Expert; and

WHEREAS, Under Mr. Kolins leadership, the Kolins Security Group, has

provided security consultation, litigation support, and security expert witness testimony for litigating attorneys across the United States for the past 50 years; and

WHEREAS, The Kolins Security Group has provided training, education, and support to hundreds of large nightclubs, country clubs, resorts, hotels, and many other businesses. Mr. Kolins has conducted countless Risk and Vulnerability Assessments as well as Security Surveys for both the hospitality and commercial business sectors; and

WHEREAS, Mr. Kolins was instrumental in leading advocacy efforts to strengthen the safety and security of Philadelphia’s hospitality industry in City Council, which ultimately resulted in the passage of comprehensive laws governing bouncers and other security professionals by Councilperson Bill Greenlee; and

WHEREAS, Mr. Kolins served as a counterintelligence Specialist in the United States Marine Corps, and served the 3rd Force Recon, attached to the 3rd CounterIntelligence Team, during the Vietnam War; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby honors and recognizes Russell Kolins for his

dedication to Philadelphia through his extensive work in security and risk management and for his efforts to improve the safety and security of Philadelphia’s bars, restaurants, and nightclubs.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Russell Kolins as evidence of the sincere admiration of this legislative body.
